Miguel Lotero

Miguel Lotero is a lawyer specialized in the design and implementation of public policy for energy and natural resources. He has over fifteen years of experience advising companies, investors and public entities on the structuring, evaluation and execution of highly complex energy projects and decisions.

Between 2018 and 2022 he served as Vice Minister of Energy of Colombia, a position from which he led the design of national energy policy, electricity sector regulation and the structuring of instruments for the energy transition. This experience allows him to understand projects from the perspective of the regulator, the investor and the operator.

At LZNP he advises clients on electricity sector regulatory matters, structuring of generation and transmission projects, energy contracts (PPAs), relations with authorities and energy dispute management.
