Miguel Lotero

Miguel Lotero is a lawyer with deep expertise in energy policy, regulation, and infrastructure development, and extensive leadership experience across Latin America's energy and utilities sectors. He combines public-sector experience with private-sector counsel on the development and financing of energy and infrastructure projects.
From 2018 to 2022, he served in the Colombian government, first as an advisor to the Ministry of Mines and Energy and then as Vice Minister of Energy. In that capacity, he led the design of policies that laid the groundwork for the country's energy transition, drove the reactivation of the hydrocarbons sector, and structured public-private financing mechanisms that expanded electricity and gas access to millions of households.
At LZNP, he leads the Energy and Natural Resources practice, advising companies, multilateral banks, and public entities on the structuring and regulation of energy projects. He serves on several energy-sector boards and teaches regulation, energy markets, and public policy at leading Colombian universities.
